At the same time, their ability to exploit new technologies and to transform them into innovations are affected by enabling policies. The technology-based entrepreneurs, start-up companies and SMEs to survive and grow, they need to have access to innovative technologies, finance, technical assistance, expert guidance, skilled work force, market linkages, among others. Linkages with research institutions, technology business incubators, innovation networks and clusters to facilitate technology transfer and diffusion are other essential elements for their success.
APCTT provide capacity-building support to policymakers and other stakeholders to design effective polices to facilitate sound development of the technology-based entrepreneurs, start-ups, and SMEs. The programme covers key aspects as technology business incubation, technology transfer and commercialization, start-up internationalization, financing tools and mechanisms, among others.
