The Economic and Social Commission for Asia and the Pacific (ESCAP) Visiting Fellows Programme aims to strengthen national innovation systems and cultivate a supportive environment for technology development and transfer in the Asia Pacific region. The fellowship provides capacity building for developing countries through secondment of government staff to APCTT, promoting research, bridging the gap between policy and emerging technologies, and driving collaboration for addressing climate change and sustainable development.
Fellowship Objectives
The fellowship will:
Empower young policymakers with knowledge and tools for impactful changes in technology and innovation policy.
Build capacity to identify, evaluate, and promote emerging technologies within their countries.
Foster understanding of the policy-technology intersection and frameworks for scaling up technological solutions.
Promote practical strategies to accelerate the adoption of new technologies for regional challenges.
Responsibilities of the Fellows
During the 9-month tenure, fellows will:
Formulate policy papers and recommendations for their home countries
Design communication and outreach materials for emerging technologies
Organize capacity-building workshops
Develop project proposals for technology development and cooperation
Contribute to APCTT’s community of practice on climate technologies
Learning and Supervision
Fellows will gain expertise in:
Identifying and evaluating emerging technologies
Understanding the policy landscape surrounding technology adoption and transfer
Developing strategies for technology cooperation and transfer
Supervision and mentoring will be provided by the APCTT
Qualifications and Experience
Requirements:
Education: Advanced degree (master’s or doctorate) in technology, climate sciences, public policy, or a related field.
Experience: Minimum of 6 years in climate science or technology in government, academia, or research.
Language: Fluency in oral and written English.
Skills: Basic computer skills (MS Office); advanced skills in data analysis and research are advantageous.
Administrative Arrangements
Stipend: Proposing Governments will bear the costs of salaries, travel and other benefits for Fellows. APCTT will provide a monthly stipend to cover subsistence costs. The final stipend is contingent on the submission of a fellowship report and an approved performance evaluation.
